It seems to me that we are regressing in terms of policy making. Who benefits from this? PTA and long distance operators. What about consumers? Well, a lot of consumers and industry experts are upset and are taking various actions such as expressing their concerns through various offline and online channels (see this petition). One thing is certain: the grey telephony market will flourish because of this. Expect more noise around this in the coming days. I am not looking forward to my next bill for international calls!
Salman Ansari (former CEO of Paktel) has posted interesting predictions at various online forums. Here’s an excerpt:
Quality of calls of inbound calls specially from the US will become terrible (cellular terminations) as most inbound terminations will come in via low cost grey market – biggest culprits will be the biggest carriers (AT&T, Bell Canada, etc).

“The PTA, in fact, has addressed the demand of local operators, who have been pleading for increase in such rates, as it would not affect the local consumers of the facility,” said the source. “But it would naturally increase the cost of calling to Pakistan from outside”.
The experts raised serious concerns over the telecom watchdog’s decision, who termed it contradictory to the measures it had earlier taken to curb the illegal voice trafficking. The PTA in 2006 cut ASR by 38.61% in an effort to reduce financial incentives in ‘grey telephony’.
“If the ASR is increased it will cause illegal international call rerouting by LDI operators and some illegal operators may also increase rates seeing the opportunity,” said Ansar-ul-Haq, a telecom consultant.
“The increase in ASR will also increase the tele-density gap and the private operators would not launch telecom services in comparatively lower profit-earning rural areas, he added.”Grey telephony is a term referred to the illegal telecom traffic in which calls from foreign countries are brought in the country as local calls, while using illegal means. This is an offence under Telecom Reorganisation Act, 1996. The sources privy to the PTA, however, argued the increase in ASR rate was unlikely to damage the revenue, as the authority had already deployed technical solutions to check grey traffic brought into the country through illegal means. “The main objectives of the technical solution include automated detection of grey traffic for its consequent elimination, and revenue assurance for LDI operators,” said the source.“After successful deployment, the solution would be able to filter IP traffic of the country for detection of illegal VoIP on data circuits for consequent legal action against the culprits.” In such situation, he said, the PTA was confident that a large volume of illegal voice traffic always remained under check of the authority and could not damage the legal telecom’s business.

NEW DELHI: Indian spinner Harbhajan Singh has said the incident between him and Sreesanth Shanthakumaran was over. “It is not such a big issue the way people are making it out to be,” he told television channels.
The Indian media had reported that Harbhajan had slapped the young fast bowler.
“Harbhajan came back to the dressing room and apologised to Sreesanth,” Mohali captain Yuvraj Singh told reporters.
Meanwhile, Sreesanth has said Harbhajan is like his elder brother.
Television pictures showed Sreesanth sobbing at the end of the game late on Friday after his Mohali team defeated Mumbai, which is captained by Harbhajan.
CHENNAI: Chennai Super Kings cruised to an easy victory by nine wickets against Kolkata Knight Riders in the eleventh match of the Indian Premier League on Saturday.
Chasing a moderate target of 148 runs, the Chennai Super Kings achieved it in 16.5 overs when captain Mahindra Singh Dhoni struck a six off Murali Kartik.
After losing the only wicket of Parthiv Patel (21) at the score of 66, opener Matthew Hayden and Dhoni took the score to 152 to get their team win the match by nine wickets here at the MA Chidambaram Stadium, Chepauk.
Hayden made 70 off 48 balls with six fours and three sixes while Dhoni scored 43 off 27 balls with three fours and two sixes. Both remained not out.
Kolkata captain Sourav Ganguly tried seven bowlers but none of theem could take any wicket except fast-medium bowler Ajit Agarkar who claimed the only wicket of the Chennai innings.
By winning their all three matches in the IPL, the Channai Super Kings is now leading the points table with six points where as the Kolkata Knight Riders lost for the first time after winning two successive matches in the tournament.
Earlier, Kolkata Knight Riders won the toss and elected to bat first but could not bat confidently as the Chennai Super Kings with their fine bowling and superb fielding restricted Kolkata Knight Riders at 147 runs for nine wickets in the allotted 20 overs.

BANGALORE: Rajasthan Royals easily defeated Bangalore Royal Challengers by seven wickets in the 12th match of the Indian Premier League here on Saturday.
Chasing an easy target of 136 runs, the Royals completed their victory in 17.1 overs for the loss of three wickets at the M. Chinnaswamy Stadium.
Shane Watson and Graeme Smith were the architects of the victory as they added 104 runs for the third wicket stand.
Watson remained unbeaten on 61 runs off 41 balls with eight fours and two sixes while opener Smith made 49 off 42 balls with eight fours.
From the Royal Challengers, Zaheer Khan, Sunil Joshi and Praveen Kumar took one wicket each.
Earlier, Shane Warne, captain of the Rajasthan Royals winning the toss put the Bangalore Royal Challengers into batting and restricted them at 135-8 in the allotted 20 overs.
Bangalore batsmen could not make a big score and were restricted at 135 runs for the loss of eight wickets at the.
Ross Taylor top scored with 44 runs off just 20 balls. He hit six fours and three sixes. The second top-scorer was Praveen Kumar, who made 34 off 30 balls with three sixes and two fours.
Shane Watson and Munaf Patel both claimed two wickets for 20 runs each from the Rajasthan Royals.
